重要通知｜美国附加证明书（Apostille）在中国内地的适用

更新日期： 海牙认证 Apostille 附加证明书

  1. 2023年3月8日，中国加入《取消外国公文书认证要求的公约》（简称“海牙公约”）。自2023年11月7日起，公约在中国与美国之间生效；公约继续适用于中国香港特别行政区与澳门特别行政区。
  2. 自11月7日起，美国签发且属于公约范围内的公文书，送往中国内地通常仅需办理美国附加证明书（Apostille），无需再办理中国驻美使领馆的领事认证。
  3. 同日起，中国驻美使领馆停办领事认证业务。关于附加证明书的受理机构，请参考海牙会议（HCCH）官方清单：州/联邦主管机关一览。
  4. 根据公约，附加证明书仅用于证明文书上签名的真实性、签署人身份及印章属实。是否被中国用文单位接受，仍取决于对格式、内容、时效、翻译及装订等具体要求。建议先向国内用文单位确认后再办理。

Important Update — Apostille for U.S. Documents Used in Mainland China

Updated on

  1. China acceded to the Apostille Convention on Mar 8, 2023. It took effect between China and the U.S. on Nov 7, 2023, and continues to apply to Hong Kong SAR and Macao SAR.
  2. From Nov 7, 2023, U.S. public documents within the Convention’s scope generally require a U.S. Apostille for use in Mainland China—no consular legalization by Chinese embassies/consulates is needed.
  3. On the same date, PRC missions in the U.S. ceased legalization services. Competent authorities for Apostilles: HCCH Authority List.
  4. An Apostille certifies the authenticity of signatures/seals only. Final acceptance depends on the receiving party’s requirements for format, content, validity and translation/binding. Always confirm with the recipient before filing.
